FINAL BASIC ASSESSMENT REPORT FOR COMMENT: PROPOSED MOUNT PROSPECT RETIREMENT ESTATE ON ERVEN 2641 AND 2643, LOCATED OFF PAGASVLEI ROAD AND OLIVE CLOSE, CONSTANTIA

The public participation period for the Draft Basic Assessment Report (BAR) for the above development application took place during September and October 2015.
 
At that time, comments, concerns and queries were raised by stakeholders. The project team has been in the process of addressing the various issues raised. This has included amending the development design in response to the main concerns around impact on sense of place; in particular from the perspective of possible impact on heritage resources. 

 The amended development design includes a reduction in units from 58 to 40, as well as including architecture which, according to the architect, has been informed by “Cape place making principles”, as well as being guided by the late-Victorian character of the historic buildings on the site.
 
The independent specialists appointed for this application (visual; freshwater; traffic; heritage) have assessed the new design. SEC has compiled the Final Basic Assessment Report based on this new design and specialist input.
 
With regards to the concerns, queries and comments received during the public participation period for the Draft Basic Assessment Report, the project team has provided detailed responses in the Comments and Responses Report, in addition to trying to ensure that the revised development scheme is responsive to the concerns raised to date. Please refer to Appendix F for the Comments and Responses Report.
 
The Final BAR will be available from Friday 25th July for review and comment. The report can be downloaded from the SEC website: www.environmentalconsultants.co.za. The file sizes are very large and so if preferred, a CD copy of the report may be collected from reception at our offices from 8am to 5pm, Monday to Friday:

Any comments need to please be received in writing (post, fax or email) by SEC by no later than 19th August 2016.
 
In order to facilitate the public participation process, an Open House meeting will be held from 6 to 8pm at the Alphen Hall, Constantia Main Road (opposite the Constantia Village shopping centre), on Thursday 21st July. SEC as the environmental assessment practitioners; the independent specialists who have provided input into the development application; as well as the project town planners and architects, will be available to provide information on the development proposal and to answer any queries that may arise.
